"คุ้มเจ้าหลวง" เป็นคำที่ชาวบ้านใช้เรียกบ้านของเจ้าผู้ครองเมืองแพร่องค์สุดท้าย เจ้าพิริยเทพวงศ์อุดรฯ หรือ พระยาพิริยวิไชย
"Khum Chao Luang " is a term used to refer to people of the ruler of the city for the final : Chao Phraya Piriya Thepvong Udon or Phraya Piriya Wichai.
"คุ้มเจ้าหลวงเมืองแพร่" หรือ "บ้านวงศ์บุรี" สร้างเมื่อประมาณปี พ.ศ.2440 เป็นสถาปัตยกรรมไทยผสมยุโรป หลังคามุงด้วยไม้เรียกว่า "ไม้แป้นเกล็ด" ชายคารอบตัวอาคารประดับด้วยไม้แกะสลัก ฉลุลวดลายอย่างสวยงาม ซึ่งเป็นฝีมือช่างชาวจีนที่มีชื่อเสียงในสมัยนั้น และบานประตูในคุ้มเจ้าหลวงมีถึง 72 บาน
"Khum Chao Luang Muang Phrae" or "Ban Wong Buri" was built around the year 1897 is a mix of Thai Style and European architecture. Shingle roof called "Mai Paen Kret". Eaves of the building is adorned with carvings. Beautifully patterned stencil Chinese artisans, which is famous in those days. And doors in the Palace with up to 72 doors.
คุ้มเจ้าหลวงแห่งนี้เคยใช้เป็นที่ประทับแรมของ พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลฯ และ สมเด็จพระนางเจ้าพระบรมราชินีนาถ เมื่อคราวที่เสด็จมาเยี่ยมเยียนราษฎรจังหวัดแพร่ ในระหว่างวันที่ 15 - 17 มีนาคม พ.ศ. 2501

พิพิธภัณฑ์เมืองแพร่ คุ้มเจ้าหลวง ได้รับพระราชทานรางวัลอาคารอนุรักษ์ดีเด่น ประจำปี 2536 และสถาปัตยกรรม ดีเด่นประจำปี 2540 จากสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี
Khum Chao Luang Muang Phrae Museum was Awarded : Building Conservation Award in 1993, and architecture in 1997 Award from Her Royal Highness Princess Maha Chakri Sirindhorn.
วันที่ 5 ธันวาคม 2547 จังหวัดแพร่ได้มอบคุ้มเจ้าหลวงเมืองแพร่ให้องค์การบริหารส่วนจังหวัดแพร่เป็นผู้ดูแล เพื่อเปิดเป็นพิพิธภัณฑ์เมืองแพร่ "คุ้มเจ้าหลวง" ให้ประชาชนได้เข้าไปเยี่ยมชมและศึกษาประวัติและเรื่องราวในอดีตของจังหวัดแพร่
On December 5, 2004 in Phrae gave Khum Chao Luang Palace to The Provincial Administrative Organization as an administrator to open a museum Phrae "Khum Chao Luang" For people to visit and study the history and the story of Phrae.
ในอดีตบริเวณใต้ถุนอาคารหลังนี้เคยเป็นที่คุมขังทาสมากกว่า 50 ปี จนกระทั่งพระบาทสมเด็จ พระจุลจอมเกล้าเจ้าอยู่หัว รัชกาลที่ 5 ทรงประกาศ "เลิกทาส" คุกทาสแห่งนี้เลยกลายมาเป็นที่คุมขังนักโทษ ที่แบ่งเป็นคุกปีกซ้ายและปีกขวาเป็นห้องมีแสงส่องบ้าง เอาไว้คุมขังนักโทษที่ทำความผิดสถานเบา(ลหุโทษ) ส่วนนักโทษที่ทำผิดร้ายแรงจะถูกคุมขังในคุกมืดที่ห้องกลาง การเข้าชมในคุกใต้ดินนี้ มีเคล็ดอยู่ว่า "ให้เดินถอยหลังเข้าคุกแทน ส่วนตอนออกก็เดินหน้าออกมา อย่าหันหลังไปมองคุก เพราะอาจจะทำให้ต้องโทษเข้าคุกในอนาคตได้" เป็นความเชื่อ
